The recent key implementation plan for the reform of the medical and health system (2009-2011) has long been clear that China will improve its medical security services, promote the participation of medical insurance personnel for medical “cards,” and achieve direct settlement between medical insurance agencies and fixed-point medical institutions. However, it is still not fully implemented today. The reason is not the technology, not the card, but the obstruction of the bottleneck of interest.

Some local hospitals treat patients as a kind of profitable resource; secondly, there is also mutual distrust between hospitals and hospitals, and they worry that local hospitals will prescribe “big prescriptions” for local hospitals. Therefore, it is not easy for some of the patients who go to the hospital to go through the formalities, and the threshold for reimbursement for medical treatment in other places is set higher. Many people are afraid to rush to heal even if they are ill in the field. They either have to pay for themselves or go back to the place where the medical insurance is located. This will undoubtedly increase the burden on the patient.

Regardless of whether it is a medical card or a health card, if you want to truly treat yourself both internally and externally, you must first eliminate "local protectionism," and abandon the interests of the department that seeks medical advice for the disease, reduce procedures, and make medical insurance "walk". Wherever the "cards" are treated equally, there is no prescription, and there is no discount in the service to prevent the foreign card from seeing each other. Once again, the location of the card must be wide, not only limited to public hospitals, key hospitals, non-public hospitals, non-key hospitals can also be implemented at the same time, so that patients have ample room for selection.
