Since the “Eleventh Five-Year Plan”, the Chinese government has always emphasized that the self-sufficiency ratio of grain has reached 95%, but Chen Xiwen, deputy leader of the Central Rural Work Leading Group and director of the office, recently stated that the national grain imports in 2011 exceeded 120 billion jin, accounting for the facts. The total grain output of Heilongjiang Province, a major grain-producing province, is 114.4 billion kilograms.

Chen Xiwen further analyzed that, including soybeans, accounting down, in fact, China's grain self-sufficiency rate is now less than 90%. Imported more than 2 million tons of pork products including more than 500,000 tons of pork, which shows that more and more Chinese agricultural products need to rely on the international market.

Chen Xiwen said that in recent years, many domestic agricultural products, especially food prices, have fluctuate frequently, and government regulation has become more and more difficult. The main reason is that the degree of foreign dependence is increasing.
