Cancel public medical promotion *** *Everyone enjoys fairness

Recently, Zhang Dafa, a deputy inspector of the Beijing Municipal Human Resources and Social Security Bureau, disclosed that in 2013, 330,000 central government employees will be included in the urban employee medical insurance. Prior to this, the reform of the municipal public-funded medical staff into the medical insurance of employees was started on January 1, 2012. So far, in the 31 provinces (or municipalities directly under the Central Government) in the Mainland, 24 provinces (municipalities directly under the Central Government) have completely canceled publicly funded medical care, and the proportion is 80%. The abolition of public-funded medical reform has finally brought about results under the long-term appeal of all sectors of society. After 2012, 24 provinces and cities across the country will no longer have to worry about the huge consumption hole in “public health care”. The abolition of publicly funded medical care has taken a significant step forward in advancing social equity, but it is still a long way to really eliminate civil servants' excessive national treatment.

There is a huge gap between China's current pensions for retirement of enterprises and institutions and the civil service, and the same level is between the retirement of enterprises and the monthly retirement pension in government departments, which is a few thousand dollars. According to the information provided by the Standing Committee of the National People's Congress Standing Committee on Legal Work, due to the implementation of the "dual track system" for the retirement of government agencies and enterprises, the pay gap has become increasingly prominent. With the reforms in place, the gap will further increase.

Civil servants are public officials supported by state financial funds. Not only are jobs stable and there is no risk of unemployment. Many jobs also enjoy various privileges. Similarly, the civil servants who worked in the same job held a super-national treatment that was much higher than the non-civil service pension. It is no wonder that some netizens have made straightforward criticisms: The “dual track system” for pensions is the most typical policy for creating a gap between the rich and the poor, leading many retired employees to live on the poverty line for a long time.

At present, most countries in the world have implemented a unified unprivileged social insurance system. The "dual track system" of pensions is a product of the transition from a planned economy to a market economy in China. It can no longer meet the needs of social development. Abolishing the "double-track system" of pensions, reducing or even eliminating the social security gap between civil servants and non-civil servants, and establishing a national fair and equitable social security system so that each citizen can enjoy pension benefits with little difference in amount is the need to achieve social fairness. With the incorporation of public medical staff into the reform of medical insurance for employees, we have reason to believe that it is not too long before the “dual track” system for abolishing pensions is really abolished.
