To study and formulate a plan for the development of the health industry, scientifically define the connotation, establish a long-term support mechanism, promote the effective integration of medical health and pension, tourism, sports, and the Internet, and form an industrial support system with complete functions and reasonable structure. 2. Further deepen the decentralization of power, combine management, and optimize service reform. The Development and Reform Commission should promptly introduce the comprehensive examination and approval measures for cross-departmental processes set up by social medical institutions and old-age care institutions, and remove various obstacles that restrict development. Accelerate the promotion of the establishment and approval of two levels of medical institutions at the secondary level and below. A filing system for clinics in the old-age care institutions is implemented. 3. The Health and Family Planning Commission should take the lead in establishing a comprehensive supervision system as soon as possible, and use the “double random, one open†approach to strengthen post-event supervision. Inclusive, prudent and effective supervision of new health service institutions and cross-border integration services will create a fair and just development environment. 4. Intensify the training of shortage of medical personnel, nursing, rehabilitation, etc., and support the development of major innovative drugs, shortage of drugs, rehabilitation aids and other health products to meet the needs of the market and the masses. 5, focus on the use of social power to fill the short service of health services. Adjusting and adding health service resources prioritizes social capital. Encourage social forces to develop health checkups, specialist medical services and other services. Relaxation of foreign investment in holding clinics to limit stock ratios. We will carry out pilot reforms of home and community aged care services, vigorously support professional service organizations, and encourage other organizations and social volunteers to provide life care, medical care, and spiritual comfort to the elderly. 6. The finance and taxation departments should pay close attention to research and adjustment of social income tax policies for medical and pension enterprises, and increase support. Accelerate the establishment of mechanisms for hiring, education, training, evaluation and incentives, and promotion of positions for those who are more suitable for practicing doctors. Encourage the development of guaranteed commercial health insurance. Do more measures to promote the health services industry in an orderly and accelerated development.
