All counties: Conservation tillage, fertilization, and sowing are essential tools for cultivating slopes in our mountainous regions. To further promote this technique and ensure the city meets its planned area for conservation tillage implementation, we hereby present the following operational guidelines regarding subsidy purchases: 1. Based on this year’s Agricultural Machinery Working Conference, each county will determine the number of units to be purchased. Emphasis will be placed on promotion and implementation within the conservation farming demonstration areas. 2. During the implementation process, strict adherence to last year’s operating procedures is required. The summary form must be completed by individuals, although in special cases, it may be filled out by the village team or the conservation farming project team. A contact phone number must be included in the form for future reference. 3. The summary form must be reviewed and approved at the township level before being submitted to the county bureau. After verification by the county office, it will be forwarded to the Agricultural Machinery Department of the Municipal Agricultural Commission. 4. Once the Agricultural Machinery Department of the Municipal Agricultural Commission has reviewed and confirmed the forms, they will notify both the supplier and the purchaser to begin the supply and purchase process. They will also coordinate with the finance department to allocate the subsidy funds to the supplier. 5. The Municipal Agriculture Commission has appointed Comrade Tan Xinyu, Director of the Agricultural Machinery Promotion Station from Qingyuan County, to represent the supplier and manage the relationship with the purchasers. All counties and districts must purchase the equipment collectively and must coordinate with one another before delivery. No township or village should independently take delivery from the production plant. 6. The sales price and subsidy rate for no-tillage fertilization and sowing this year will remain unchanged. If additional funding is required due to an increase in the number of counties or districts, provincial and municipal funds for conservation tillage projects may also be used to support more subsidies. 7. All implementing units and personnel are encouraged to work together diligently and responsibly in carrying out no-tillage fertilization, sowing, and subsidy purchases. Through effective management, we can prevent the loss of subsidized equipment and avoid misuse that could lead to improper benefits. It is crucial to ensure proper implementation, so that farmers truly benefit, and training is well conducted, all contributing to the healthy development of conservation farming projects in our city.
